As the name of this very small tool suggests, the aim of the program is to stack a sequence of images on top of each other. The goal is to imitate the look of a bulb exposure.
Another use case is combining multiple 3D renderings with different seed counts. This is sometimes done to render the same image in parallel and in the end combine them to one single final result.
